COMPETITION
RULES
1. ORGANISATION and PARTICIPATION
The Sports Fishing Club "Udica"
of Mali Losinj and Croatian Federation for Sport Fishing on Sea organizes an
open international competition of towns in underwater spear fishing.
Each club-town, whose national association is member of the World Underwater
Federation, have the right to participate in the competition with two teams.
One team consists of two competitors.
2. APPLICATIONS (by 20th December 2008.) and DOCUMENTS
Applications sent by post to S.F.C "Udica", p.p. 62, 51550 Mali
Losinj, Croatia, or by fax to ¸385-51-750 222 or by e-mail: dragomir.fatuta1@ri.t-com.hr The applications must contain
the competitor’s name and surname, year of birth and the name of the town,
country, duration and details for accommodation.
The
registration of participants will take place in hotel BELLEVUE on Dec.29th
2008 at 19.30. The competitors have to enclose a declaration of liability
and a medical certificate, which can date back to maximum 6 months.
3. VISITATION OF THE COMPETITION ZONES
Official visiting of the competition zones is 3 days; Dec. 26, 27, and 28th.without
taking spear guns. On Dec 29th the visiting of the competition zones
is prohibited. Competitors with a spear gun on the boat during the visiting
period or visiting the competition zone on Dec 29th will be
disqualified.
4. INFORMATIVE MEETING
An informative meeting with competitors will be
held after the verification. The meeting will be presided over by the chief
referee. The instructions on the logistics of the competition, safety measures will
be given at the meeting.
5. COMPETITION BOARD and JURY
The jury consists of: chief referee, delegate of
the Croatian Association for Sports Fishing at Sea, an event officer and
secretary. The jury’s decisions are final. In the competition board the doctor
take part as well.
6. AREA AND DURATION OF COMPETITION
The competition zone, i.e. the fishing area are
enclosed. The competition will last for 5 consecutive hours. In case of an
interruption due to force majeure (bad weather, remote selected fishing area
etc.) it is valid if it has lasted for three and half consecutive hours. In
case of bad weather the position of the fishing area can be changed on the
accompanying ship before the beginning of the competition.
7. MOTOR BOATS
Each team will have on disposal a motorboat with a
boatman. Chef referee will have on disposal a fast boat. Organizer will provide
an accompanying boat. The chief referee will have a fast boat (skimmer) at his
disposal.
8. EQUIPMENT
Competitors are allowed to use the following equipment;
spring, elastic or compressed air single-spear guns, being loaded only with the
muscular strength of the competitors, diving suit, gloves, socks, mask,
snorkel, fins, knives, underwater lamps, lead belts.
Competitors are obliged to use buoy with the minimal capacity of 10 litters.
Buoy must be permanently connected to the lead belt during the competition. It
is allowed to use second buoy to mark fishing position.
9. COURSE OF
COMPETITION
Competitors is allowed to swim free within the fishing area without
interrupting each other. Competitor, who first approached fishing position, has
advantage on it. It is forbidden:
-to
load the gun out of the water or to keep a loaded gun out of the water or
attached to the buoy,
-to
any other person on the boat to load the gun or use the gun with two spears,
-assistance
of any other person in water except in case of emergency,
-to
uses any type of the detector. (Disqualification predicted),
-to
be towed by the boat or use mechanical propulsion accessories.
(Disqualification predicted),
-to
be aggressive to the competitors, captains, boatman and other persons.
In case of disqualification of one competitor the whole team will be
disqualified.
The
chief referee is obliged to submit a written document to the competition board
if a competitor does not follow the rules of competitions.
10. HANDING OVER OF CATCH AND POINT SYSTEM
The competitor must hand the catch over to the
boatman. The boatman is responsible to deliver the catch to the chief referee.
In case of bad weather or force majeure, the competitor can keep the catch
under the buoy.
Points will be calculated according to HSSRM Regulations of Underwater Fishing
and according to CMAS International Regulations for Underwater Fishing.
Minimal calculating weight for each fish of the first group is 400 grams.
Maximal calculating weight for the fish of the first group is 12500 grams.
Minimal weight for dusky serranus is 3.000 grams. Value for valid fish of the
first group is one point per gram plus 400 points. Minimal weight for the fish
of the second group, conger, murray, eel fish, etc. is 2500 grams. Coefficient
for valid fish of the second group is 1500 points. Each competitor is allowed
to catch maximum 3 valid fish of the same species.
Each kind-spice-of fish is awarded by 1000 points.
Ocean fun fish (mola mola) is not considered for calculating
points.
11.
CLASIFICATION
The total number of points awarded by all two
competitors determines the team standing. Should
two teams have the same number of points; the team with a greater number of
valid fish will have an advantage. If that is identical, the standing will be
decided by the weight of the biggest valid fish. The standing is determined for
teams only.
12. AWARDS
The winner town receive for temporary possession a transitional Trophy of
S.F.C. “Udica”
The three placed teams will be awarded prize cups and teams from 1st to 6th
place receive medals too.
The three first placed teams will be awarded in money orders; winners, 2.500€, second,
1.500€, and third 1.000€.
The competitor with a fish greatest (weight) of all catch will be awarded a
special cup.
The competitor with the most valuable single fish (points) will be awarded a
special cup.
13. OBJECTIONS AND DISQUALIFICATIONS
All objections considering the competition to be proceeded to the main
referee at latest before weighing. Objections must be presented in written
form, with the caution of 200 Kuna. If objection is rejected, SRD “Udica” will
keep the caution. Objections during the weighing must be presented straight
away to the main referee. Jury must consider all objections immediately. Every
unfair act or any act opposite to these regulations may cause disqualification.
14. RESPONSIBILITY.
SRD “Udica”, HSSRM and CMAS are exempt from any responsibility for possible
accidents and damages that may happen to the persons or objects during the
competition.
Competitors accept all risks related to this competition and sign statement of
responsibility.
15. SAFETY
MEASURES
SRD “Udica” will provide 2 fast boats with 2 scuba
divers and the doctor.
The organizer will also provide other safety measures and warnings in case of
emergency.
16. COSTS
Competitors themselves cover costs of stay
during the competition. The participation fee amounts to 700 Kn. per town-team.
The fee is to be paid to the club "Udica" during the procedure of the
registration.
17.NOTE
As to any details
referring to the competition that have not been included in these rules the
CMAS Competition Rules will be valid.
